Exodus 17:17 - "With the staff that is in my hand will I strike the water of the Nile, and it will be changed to blood."
Water turning the color of blood is both a man made and a natural phenomenon.

 Here is a photo of the recent BP oil spill in the Gulf.

Now the most recent red water event seems to be the toxic spill in Hungary.
I guess if God will not cause His plagues to come - man will.
