Car companies create new models to compete with rivals' versions of the same type of vehicle.
Every tech company jumps on the bandwagon of previous successes from rival tech companies.
Sometimes this leads to better innovation and progress - other times these ideas are flops.
"No Child Left Behind" is one of these flops
Why?
Because NCLB attempts to copy an Asian model but tries to aply it to a more diverse American culture.
